The Utility Operations Division's mission is to provide quality customer service and confidentiality to the City of Monroe citizens; to ensure that every City water meter is read and billed each month; and maintain accurate information as it relates to customers and other departmental inquiries. The Division's employees strive to improve the employee/customer relationship, provide a professional atmosphere, and promote teamwork along with communication amongst each other and other departments.
The Utility Operations Division consists of three different arrears of service which are Customer Service, Billing, and Container Maintenance. Customer Service is the front line for all customer activity at the City Hall Annex. They provide assistance with Water Accounts, Property Taxes, Sales Taxes, Occupational Licenses, and Taxicab Certificates. Billing is responsible for reading all city meters, billing for water sewer and trash services, and turning water off/on for nonpayment, new service, and termination of service. Container Maintenance delivers trash containers, maintain inventory of container, and replace/repair trash containers when damaged or stolen.
Utility Operations offer the following services:
1. Valid Federal or State Issued ID
2. Social Security Card
3. Lease/Rent Agreement
4. Deposit amount of $85.00 (residential)
To start new commercial water service, the customer must come in our office located at 316 Breard Street and see a Customer Service Representative. The customer needs to bring the following information:
1. Name/location of business
2. Name of contact person and phone number
3. Lease Agreement
4. Deposit amount of $175.00 or more (based on meter size and business type)
If the corporate office is located out of town and responsible for deposit payment, they can call 318-329-2359 and speak with a Customer Service Representative for further information on how to apply by fax/mail.
To terminate water service, the customer must come in our office located at 316 Breard Street or call our office at 318-329-2359 to speak with a Customer Service Representative. The customer needs the following information:
1. Proof of Identification (if by phone, last 4-digits of SSN)
2. Forwarding address
3. Phone number
To order a trash container, please call 318-329-2266. The representative will need to know:
1. What is wrong with the container (missing, torn, broken wheel/lid, etc)
2. Contact phone number
If you have a complaint for trash/garbage pickup, call 318-329-2209.

- Bank Draft for Water Account (Voided check needed for routing/checking account number verification. Customer can apply in office, by mail, or fax information with form to 318-329-3358.)
- Lifeline Assistance
- Senior Citizen Discount for Trash Service (must be 62 or older)
- Senior Water Rate Discount (must meet criteria to qualify)
