EMERGENCY ORDINANCE
STATE OF LOUISIANA
CITY OF MONROE NO. 11,887
The following Ordinance was introduced by Mr. Clark who moved for its adoption and was seconded by Mr. Wilson :
AN ORDINANCE DECLARING IMMEDIATE REPAIRS OF THE ROTARY SCREEN #1 AT THE WPCC LOCATED AT 770 RICHWOOD RD. #2, AN EMERGENCY AND FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, Rotary Screen #1 on the headworks at the WPCC has become inoperable due to a mechanical failure in the frame of the unit. The failure requires that Rotary Screen #1 be sent to the original equipment manufacturer, Andritz Separation Inc, for repair. The cost of this repair is estimated to be $97,550 and will be paid for from the WPCC’s Repair and Maintenance account, and
WHEREAS, the loss of the Rotary Screen #1 has reduced WPCC’s treatment capacity by 50%. The repairs must begin immediately to minimize damages to downstream processes, and
WHEREAS, the costs to repair the line would possibly be in excess of the internal bid law limits, and
WHEREAS, the failure of the Rotary Screen #1 necessitates an emergency and not enough time required to prepare specifications, advertise, accept bids, and award a contract, and
NOW, THEREFORE BE IT ORDAINED by the City Council of the City of Monroe, Louisiana, in legal session convened, that the failure of Rotary Screen #1 having reduced WPCC’s treatment capacity by 50% is hereby declared an emergency.
BE IT FURTHER ORDAINED that the Department of Public Works be and is hereby authorized to utilize the emergency provisions of the Louisiana state bid law, R.S. 38:2211, et seq., and/or the City’s Administrative Purchasing Policy to repair this condition.
This Ordinance having been submitted in writing and was then submitted to a vote as a whole, the vote thereon being as follows:
AYES: Echols, Ezernack, Woods, Wilson & Clark
NAYS: None.
ABSENT: None.
And the Ordinance was declared ADOPTED on the 13th day of November , 2018.
