EMERGENCY ORDINANCE
STATE OF LOUISIANA
CITY OF MONROE NO. 11,850
The following Ordinance was introduced by Mrs. Ezernack who moved for its adoption and was seconded by Ms. Woods :
AN ORDINANCE DECLARING THE CONDITION OF THE VORTEX GRIT SEPARATORS AT THE WPCC AN EMERGENCY NECESSITATING IMMEDIATE REPAIR AND FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, the vortex grit separators on the headworks at the WPCC have a mechanical failure causing a complete shut-down of both units; and
WHEREAS, this failure is causing several exceedances with WPCC’s LPDES permit and repairs must begin immediately to prevent further permit exceedances and minimize damage to downstream processes, making this an emergency and need to repair; and
WHEREAS, parts and labor have been estimated to cost $48,000.00 and funds are available through the Water Pollution Control Repairs and Maintenance account.
NOW, THEREFORE BE IT ORDAINED by the City Council of the City of Monroe, Louisiana, in legal session convened, that the mechanical failure of vortex grit separators are hereby declared an emergency.
BE IT FURTHER ORDAINED that such emergency repairs as are necessary to repair the vortex grit separators at the WPCC are hereby authorized and approved; and
BE IT FURTHER ORDAINED by the City Council of the City of Monroe, Louisiana, that the Mayor of the City of Monroe is authorized to enter into such contracts as may be necessary to complete the project.
This Ordinance having been submitted in writing and was then submitted to a vote as a whole, the vote thereon being as follows:
AYES: Echols, Ezernack, Woods, Wilson & Clark
NAYS: None.
ABSENT: None.
And the Ordinance was declared ADOPTED on the 24th day of April 2018.
